I am not a Liverpool fan (United) nor live in Liverpool/UK (India) but I view his as an iconic player. Yes, there are and have been much better players but he is definitely an icon
I am sure if you ask any budding footballer in that region, I am sure they would want to be Gerrard after they grow up. That's what iconic players do, they inspire people. Among Pool fans he has definitely god-like image but even in general, yes something of a legend in his own way

Clearly, in that case, Gerrard is only possibly iconic to Liverpool fans. Others might respect him as a player but it wouldn't go further than that.
