The difference with this one and other incidents is that Suarez didn't cause the handball...rather rafael stuck his hand out. Other incidents ball has hit the hand directly from the action of the attacking player.

What's most pissing me off is FPL's inconsistency. They've gave couple of assists for such crosses stopped by a hand which cause a penalty. One surely was for Adebayor, I can't recall others now. But if they do it once, they should stick with it and give an assist to every situation like this FFS!
