Aaron Cresswell (£4.9m) keeps Arthur Masuaku (£4.5m) out of the left-back spot for the third match in a row, while Ryan Fredericks (£4.5m) makes his eighth successive start of the campaign.
Luka Milivojevic (£6.7m) serves his one-match suspension for Crystal Palace today so it will be interesting to see who takes penalty kicks if his side are awarded one.
James McCarthy (£4.4m) comes in for the Serbian international, making his first league start for the Eagles.
Roy Hodgson has gone with the same centre-back pairing that kept a clean sheet against Norwich last time out with Gary Cahill (£4.5m) captaining the side and Martin Kelly (£4.1m) still bearing the torch for starting defenders in his price bracket.
