why is no one talking about tottenham definitely being in the champions league next season. a few seasons ago liverpool won the champions league and everton finished 4th and was allowed to be entered into the qualification stages (even though the lost to villareal).

There's nothing to challenge. UEFA said explicitly, that the additional place for Liverpool was a one off. And next time if it happened, the 4th place team would lose out. End of.

After that happened they changed the rules to what we have this season, so a country can't have an extra side in the CL.
Basically when Liverpool won they weren't going to get a place next year as the winner didn't automatically get a place as they assumed they'd qualify I think. As a one off they gave Liverpool a wildcard entry into the CL to go through all the qualifying rounds, top 4 got it like usualOpen Controls
