I think you are reading this wrong. I think it means you can't make a transfer and then swop it back again. I think you can take out the player you brought in for another player who has not previously been in the team

However we know there are several other areas in the rules (the scoring in particular) which are ambiguous at best, so it wouldn't surprise me if they mean something different.
