Yeah, I don't see Di Maria scoring enough goals to be worth it. That said, it's not as if Hazard has been popping them in left and right. If Costa takes penalties off him I really think I'll weep.
Not Di Maria, they were playing against QPR after all and he was rubbish against Burnley. Fabregas is a much better option than Hazard or Di Maria, remember he was better at Arsenal than Di Maria or Hazard ever were, but got lost a bit in Barcelona. He's now back and I expect him to bang at least around 10 goals and 15+ assists, if he's healthy.
He's certainly looking good right now. I don't know if I agree he'll get to 10 goals, other than the failed chip against Leicester I don't remember him being too close to scoring. I think it will be more like 5-7 goals to go with 15+ assists. If Hazard is on penalties, I could see him cracking 15-20 goals, if he can find last year's form. At least, that's why I talked myself into picking him from the start.

It looks like the defence is the only area that needs real work so I wouldn't WC. In fact because getting a new defender in will cost you -4, which means they'll have to get at least an assist to make it worth your while, I'd hold fire completely until next week

"on target" is a function of the shooter not the defense. Shots conceded and from where they are taken (shot location as proxy for shot quality will mean revert) are more useful for projections.
