That's hardly new.
Also it depends on what you class as poorer too.
More than half the teams are 'poor'. Rubbish sides get cleanies at times more by accident than design, especially when playing teams of approx same level. Hate owning players from these sides.
For the casuals? To me, a casual is someone who sets and forgets one defender from each big team. 5-way rotations are not really the preserve of casuals.
