Gower has 3.5 PPG v Allen 3.4 which isn't much except Gower is 0.3 cheaper (4.8 v 4.5) which makes him easily the best value (assuming he starts).
However.... I would look at Tiote - 4.4m. 3.2 PPG, about as nailed-on as you can get and more potential for a price rise. Considering he's likely to spend most of his time on your bench (I'm assuming) he'd probably be the safest option of them all.

As AB says, David Silva is a real contradiction. On the one hand he's a season keeper essential, on the other, you never fear a monster score from him as no.1 in the world shows.
