Any number of players can be brought in, but only 1 loan agreement can be in place at any one time. If you want to loan more than 1 player, you must loan them at the same time, within the same loan agreement.
My understanding of that is that you can make multiple loans but only at the same time, otherwise new loan cancels existing ones. I'm going to try for 2/3 players.Open Controls
