        It seems you're not aware of the situation at all, because the transfer ban had limits that were reached exactly with Luiz transfer.
        
        Transfer ban read that they can spend up to €60m on one player and one player only. That player was Luiz.
        
        They may be able to buy again, but only with money not bigger than what they get from players they sell, and their combined salary should not rise above what it was before. Which completely excludes them spending big money on Rooney, because they just can't get huge money in transfers without selling essential core players, and they can't make room for Rooney's salary without selling someone like Zlatan. And they're not going to sell Zlatan, that's for sure.

      Oh he certainly is good enough for Utd now, and good enough in the future for a club such as tottenham. However, Utd should strive to be at least top 5 in the world and I can't see de Vrij ever getting there.
