GW27 is a blank for both, so likely players will play 3 or 4 Chelsea/Tottenham players on the bench (depending on if they have goalkeeper), as they won't be playing, and then Spurs have a double game week in GW28, so people getting Spurs players in for that.
Chelsea potentially may have a DGW also in GW28 if the result in the FA Cup match between Villa and Leicester swings one way (I think it's if Leicester win). So that is why people are waiting for after the FA Cup results to potentially make the transfers to prepare for GW28 as both teams may have a double. Meaning playing 5 or 6 Spurs/Chelsea players in the squad makes sense.
