Once upon a time, there were no yellow/red cards (1962); defenders happily played the ball back to their respective keeper's hands and there was no such thing as offside. Could you imagine the game without those rules?
Every other sport has been able to evolve and incorporate some type of replay system in order to aid referees in making the correct decision. Isn't that what its all about, about getting it right?
American Football, Baseball, Basketball, Hockey have all been much better because of it. Not sure about Cricket, Golf and Water Polo and such.
I really don't understand why FIFA is so hesitant to implement technology in order improve the game. We all would be better off. Almost seems stubborn not to take advantage of it.
Instead of giving refs a way to confirm a decision by watching a replay with several HD angles in slow motion like millions of other fans do;
They hand them a shaving cream spray can instead.
Time to get with the times. Grow and progress.-

Yeah, I agree, have a 5th official with access to the TV pictures, and if there's an obvious mistake he can call it.
Definitely for matters of fact like offsides, whether the keeper came out of his area etc.
Not so sure on penalties - unless it's completely blatant, there's always differences of opinion.

i think it's because they want the game to be essentially the same at all levels and you can't have cameras at crappy levels. which is a rubbish enough argument imo. having said that, it wouldn't solve everything. how many times has there been endless replays of something and still people watching disagree on the decision.

True but still will help make many decisions easier. The youth levels of the sports I listed above don't have video review. It's only implemented at the highest levels (college, pro) which essentially all that really matters.
In American Football, the only way a call is overturned is if there is
'indisputable, clear evidence'
And there are only certain events deemed 'reviewable'
You don't have to review every call, only important ones that affect the game such as PKs and red cards.
Offsides, for example, could be a call that can't be reviewed.
There is definitely ways around it, they are just being lazy and stubborn.-

There is a review booth with extra refs that are solely responsible for making those decisions that are 50/50.
