Gower has 3.5 PPG v Allen 3.4 which isn't much except Gower is 0.3 cheaper (4.8 v 4.5) which makes him easily the best value (assuming he starts).
However.... I would look at Tiote - 4.4m. 3.2 PPG, about as nailed-on as you can get and more potential for a price rise. Considering he's likely to spend most of his time on your bench (I'm assuming) he'd probably be the safest option of them all.
