Well, it's not that simple.
I know Chelsea best. There is a scouting network led by Michael Emenalo (Technical Director). But Jose gets a lot of input into who he wants and the club generally try to back him.
Sometimes that's specific players (Costa and Fabregas were Mourinho's choices), other times he asks for a type of player and Emenalo makes recommendations (Salah and Remy came in that way).
Not playing Milner is his worst offence imo.
Only Yaya, Kun and Silva deserve a spot ahead of him in the front 6On yesterday performance Yaya should not even be in the squad.
