Isn't it only the CL winners that they're making a change to? Say for instance Chelsea finish 6th, but win CL. With the old rules they'd steal the spot from whoever was in 4th, say Tottenham for example. With the new rules 4th would get the normal qualification spot AND the CL winners would get one as well, so extra spot basically.

With all the uncertainty surrounding Man U's defence I think the safest thing is to bring DDG in but for me to do that it would meaning downgrading Baines to a Chelsea or Arsenal defender (already have Kosc so I'd be doubling up if I opted for Arsenal) and then upgrading Harper to DDG.
