Why not scrap goal difference as a tie breaker and use head to head. Some of the nations involved are too poor to be even at this stage tbh. San Marino on -44 and Liechtenstein/Gilbratar -34 after 9 games is an embarressment to International football.
All the poor teams should be in their own mega group (like in South America) with the top 4 earning a playoff spot vs the best finishers in the elite section
