It's the price West Ham is valuing at, it doesn't mean anyone thinks it's the fair market price (and it's not), including West Ham.

Clubs can set any price for their players, it's just arbitrary and usually to create publicity and start from as high a point as possible when negotiating.

Transfermarkt value him at 75 million Euros, but it's highly unlikely West Ham would consider selling for that. There will always be a difference between "intrinsic" value and price, especially for home grown players.
